La libéralisation de l’importation du bétail serait-elle qu’une trompe l’œil ? C’est en tout cas ce que pensent des bouchers qui se disent outrés par les conditions imposées par le ministère de l’Agro Industrie pour l’octroi de permis d’importation.
En effet, dans son communiqué, le ministère informe les intéressés que, pour obtenir le permis, il faut disposer d’un parc de quarantaine ayant la capacité d’accueillir au minimum 500 bœufs. Ils devraient aussi importer un minimum de 500 bœufs. Or, les importateurs potentiels ne disposent pas de facilités de quarantaine. Une demande faite auprès du ministère pour l’utilisation des facilités disponibles à Richelieu aurait été refusée.
De plus, certains bouchers affirment qu’il est impossible de trouver un navire pouvant transporter 500 bœufs. Ceux existants en transportent au minimum 2000 têtes de bétail. Aucun transporteur ne ferait le déplacement pour 500 têtes. Et, de par leur expérience, les bouchers affirment que le cartel ne permettra à ses concurrents d’utiliser le même transporteur qu’eux. Cet état des choses avait même été dénoncé par la Competition Commission il ya quelques années.
Le communiqué du ministère de l’Agro Industrie ne serait en fait qu’un leurre visant à faire croire que l’importation du bétail est libéralisée, alors que tout semble avoir été fait pour favoriser l’operateur principal, qui dans le passé, avait été pointé du doigt pour abus de monopole.

IMPORTATION OF CATTLE
The Ministry of Agro Industry and Food Security invites application from potential importers of cattle for the importation of live cattle in connection with the forthcoming Eid-Ul-Adha (Qurbani) festival.
2. Potential importers should already have quarantine facilities approved by the Division of Veterinary Services of the Ministry of Agro–Industry and Food Security, with a minimum holding capacity of 500 heads.
3. Potential importers are advised that each importer will be required to import a minimum of 500 heads and all animals should reach Mauritius at latest by 31 July 2017 for bio-security reasons.
4. All animals will be expected to observe a pre-export quarantine period of 14 days prior to embarkation in the country of origin and which would be followed by another 14 days-quarantine period after disembarkation of the animals in Mauritius.
5. Each importer will have to secure relevant import permit from the Ministry of Agro-Industry and Food Security as per standing procedures for importation of live animals.
6. Countries from which importation of cattle is authorised:
- South Africa
- Australia
- New Zealand
7. Mode of Application
Application should be made on prescribed application forms which are available at the Division of Veterinary Services, Ministry of Agro-Industry and Food Security, Réduit and submitted at the same address.
8. The closing date for submission of all applications for import permits shall be on 22 May 2017.
